Abstract
Accelerating ecological degradation, resource depletion and climate-related instability have made education for sustainability a strategic social priority. This article examines supplementary education as a core element of lifelong learning that supports both environmental responsibility and employability. It argues that supplementary education can build sustainability-oriented human capital, cultivate eco-cultural adaptation in diverse communities, and develop “green skills” for a changing labour market. Drawing on international policy frameworks in lifelong learning and sustainable development, the paper positions supplementary education as an institutional bridge between social equity, cultural identity and environmental stewardship. It further proposes that supplementary education providers should operate as semi-autonomous public-interest bodies with a mandate to deliver community-based sustainability education, climate resilience training and ethically grounded professional upskilling. Aligning supplementary education with sustainability goals is presented as essential not only for national competitiveness but also for social cohesion, intercultural dialogue and just ecological futures.

Introduction
Rapid ecological change, depletion of natural resources and widening social inequalities are reshaping expectations of education in the twenty-first century. Education is no longer understood only as preparation for economic productivity. It is increasingly viewed as a social mechanism for cultivating environmental responsibility, resilience and ethical engagement with place. International policy discourse on sustainable development and lifelong learning frames education as a public good that must equip people of all ages to live well within ecological limits, while participating in fair and future-oriented economies (UNESCO, 2016; OECD, 2020; World Bank, 2019). Within this context, supplementary education – including continuing education centres, community-based training programs, professional upskilling structures and short-cycle qualification pathways – is becoming strategically important. Supplementary education operates at the intersection of social adaptation, cultural identity, environmental responsibility and employability. It can respond quickly to new sustainability challenges (for example, waste minimisation, water stewardship, energy efficiency, responsible resource use) and it can include groups who are often marginalised by formal schooling, such as adult workers in transition, migrants or regional communities facing environmental stress.
This article has three aims. First, it analyses supplementary education as a mechanism for building sustainability-oriented human capital rather than only competitive labour capital. Second, it examines how supplementary education supports eco-cultural adaptation: the capacity of communities to maintain cultural identity and social cohesion while engaging in environmentally responsible practice. Third, it proposes a governance model in which supplementary education institutions are recognised as public-interest sustainability actors with a formal mandate to advance environmental literacy, social equity and climate resilience.
By reframing supplementary education in this way, the paper contributes to environmental education scholarship that links learning to social justice, intergenerational responsibility and the ethics of living within planetary limits (Naisbitt & Aburdene, 1990; UNESCO, 2016). It aligns with current discussions in environmental and sustainability education that position education as an instrument for cultural continuity, democratic participation and informed ecological citizenship.
Main part. Lifelong learning as sustainability infrastructure In contemporary global society, the technologisation of economic activity across almost all sectors has elevated education, intellectual potential and continuous upskilling as critical determinants of sustainable development (OECD, 2020; World Bank, 2019). Lifelong learning is described by global education frameworks as both a human right and a structural requirement for inclusive and sustainable development (UNESCO, 2016). It is not confined to childhood or formal schooling. Rather, it is an ongoing process through which individuals revise their knowledge, values and practices in response to changing ecological, economic and cultural conditions.
From a sustainability perspective, this continuous learning function is essential. Climate disruption, biodiversity loss and resource pressures are not static problems. Communities must adapt repeatedly to new forms of risk. Because supplementary education is more flexible than traditional degree programs and can be rapidly updated, it is well positioned to deliver context-specific sustainability education: for example, local water management behaviours, low-impact agriculture, urban heat mitigation strategies, circular economy literacy or responsible energy use.
Sustainability-oriented human capital Classical “human capital” discourse often emphasises productivity, growth and competitiveness [Drucker, 1993; OECD, 2020]. However, contemporary sustainability debates argue that human capital is valuable not only because it can raise output but because it can reduce ecological harm, support ethical resource governance and promote environmentally just livelihoods. In other words, green skills and sustainability literacy are becoming core elements of employability. This broader framing aligns with the position that the most important advances of the modern era are not only technological but also deeply human: a reevaluation of values, ethics and collective responsibility [Naisbitt & Aburdene, 1990]. In this framing, education is not simply labour market preparation. It is ecological citizenship-building. It helps learners understand themselves as accountable actors within interdependent social–ecological systems, not merely as individual competitors in a market economy.
Eco-cultural identity and social cohesion Environmental education literature stresses that sustainability is cultural. It is expressed through relationships to land and water, local ecosystems, traditional livelihoods and intergenerational knowledge. When communities experience rapid globalisation, labour mobility or climate-related stress, they often feel pressure to abandon these identities. Supplementary education can work as a mediating structure. It can legitimise place-based knowledge, promote respect for local cultural practices and connect that knowledge to contemporary sustainability discourse. This eco-cultural dimension is crucial for cohesion. Where linguistic, ethnic, religious or ideological groups withdraw into isolation, social fragmentation and xenophobia can intensify. Fragmentation weakens cooperation around shared environmental problems such as land degradation, water scarcity or pollution. Supplementary education, if it deliberately supports dialogue around ecological stewardship and cultural continuity, can help communities negotiate difference without abandoning environmental responsibility [Ahadova, 2015].
Supplementary Education as Sustainability Infrastructure This article is theoretical and analytical rather than empirical. Its conceptual approach links three strands. Supplementary education as adaptive capacity Supplementary education responds quickly to new sustainability pressures. It can retrain workers for green sectors (renewable energy, sustainable agriculture, circular economy industries). It can prepare young people and adults for civic participation in environmental decision-making. It can offer adults pathways to requalification without requiring full-time enrolment in traditional higher education. In this sense, supplementary education acts as adaptive capacity for society under environmental stress.
Eco-cultural adaptation Communities facing ecological stress often mobilise cultural identity – attachment to land, customary resource practices, or spiritual relationships with place – as a resilience strategy. Supplementary education can support this adaptive identity without labelling it as “backward”. Instead, eco-cultural knowledge is reframed as a resource for sustainability learning, local leadership and communitylevel environmental stewardship. Cultural continuity in this sense is not in opposition to sustainability; it is an asset for it.
Environmental citizenship and social justice Sustainability education is not only about technical competence (how to recycle, how to save energy). It is also about equity: who gets clean water, safe housing, decent livelihoods and a voice in environmental decisions. Supplementary education can explicitly teach environmental rights, responsibilities and justice narratives, especially for young people and migrant groups who may otherwise be structurally excluded from policy conversations. In this way, supplementary education links sustainability to participation and to fairness. By integrating these strands, supplementary education functions as sustainability infrastructure. It underpins socio-economic participation, cultural continuity and ethical relations to the environment.
Socio-cultural Adaptation, Migration and Green Skills From early adulthood, people seek well-being, dignity and secure livelihoods. Yet access to stable and adequately remunerated work varies sharply across regions. As a result, large-scale migration has become a structural feature of the modern labour market. Individuals from economically constrained or ecologically stressed regions move toward more affluent or more stable states in search of better conditions, skill recognition and social mobility. This mobility has two important dimensions. First, migration operates as a personal development strategy: people try to align their abilities with labour markets that can reward them. Second, migration exposes the asymmetries of global development: highly educated or vocationally trained individuals may not find conditions in their country of origin that match their capacities or that can absorb their skills in a just and sustainable way.
Supplementary education and continuing professional development play a central role at this point. Domestically, they can reduce skill mismatch, increase employability and support sectoral modernisation. For migrants, they provide pathways for certification, language learning, cultural adaptation and regulated participation in the host country’s labour market. Crucially, these programs do more than help people “get jobs”. They transmit the host society’s sustainability expectations: environmental standards in production, resource efficiency norms, waste reduction practices, occupational health and safety procedures that include environmental risk management, and shared responsibilities for place. In this sense, supplementary education supports both labour market integration and environmental citizenship. There is also a justice dimension. If only certain groups gain access to sustainability-oriented retraining, inequalities in livelihood security can widen. Conversely, inclusive access to supplementary education can distribute green skills more equitably and reduce resentment between groups, strengthening social cohesion and shared responsibility for local environments.
Supplementary Education as a Public-interest Sustainability Actor For supplementary education to realise its sustainability role, it needs institutional clarity. Many continuing education centres, training institutes and community learning hubs operate with unstable mandates, limited recognition and limited autonomy. Without structural authority, they are often treated as short-term labour market tools rather than as long-term environmental and social partners. This paper argues that such institutions should be formally recognised as public-interest bodies with an explicit sustainability and resilience mandate. Granting supplementary education providers a defined public-legal status would create several benefits. First, it would mandate sustainability education. Environmental literacy, climate resilience training, intercultural sustainability dialogue and community transition planning would become core functions, not optional project add-ons. Second, it would strengthen accountability and quality assurance. Publicinterest status implies transparent governance and alignment with national sustainability strategies, rather than fragmented short courses driven only by immediate labour shortages. Third, it would better support youth and early-career specialists. Structured internships, mentoring and rotation schemes in sustainability-related sectors would allow young professionals to develop both technical green skills and civic responsibility.
Finally, it would improve international collaboration. Recognised status strengthens the ability of supplementary education institutions to work across borders on sustainability education, which is increasingly global in both challenge (climate, resource stress) and labour demand (green industries). This governance framing positions supplementary education not simply as “extra training” but as a lever for environmental justice, resilience and an equitable green transition.
Conclusion
Supplementary education is emerging as a crucial arena for sustainability education. It can build human capital that is oriented toward ecological responsibility, not only economic competitiveness. It can enable eco-cultural adaptation by validating place-based knowledge and by facilitating intercultural dialogue around environmental stewardship. It can distribute green skills more equitably in labour markets shaped by climate disruption and resource limits. It can prepare youth and adults to participate as environmental citizens, not only as workers. This article proposes that supplementary education institutions be given formal public-interest status with an explicit sustainability mandate. Such recognition would allow them to deliver climate resilience training, environmental literacy, culturally responsive sustainability programs and socially just pathways into green employment. In doing so, supplementary education becomes an infrastructure for sustainable development. It links social cohesion, ethical use of resources and long-term national competitiveness with environmental responsibility.
