Abstract. Learning motivation is one of the principal conditions determining students’ academic achievement, professional development, and persistence in secondary specialized and vocational education. Unlike general academic education, vocational education combines theoretical knowledge, practical training, and workplace experience. Consequently, students’ motivation depends not only on their interest in classroom subjects but also on whether they understand the professional relevance of what they learn, experience progress in practical tasks, and perceive realistic opportunities for employment and career development. This study examines pedagogical conditions and practice-oriented strategies that contribute to increasing students’ motivation in secondary specialized and vocational education. Based on a theoretical analysis of contemporary research in educational psychology and vocational pedagogy, the article discusses the motivational role of autonomy, competence, relatedness, professionally relevant instruction, work-based learning, project and problem-based activities, differentiated teaching, formative assessment, career guidance, and supportive teacher–student relationships. Particular attention is given to connecting theoretical instruction with authentic occupational tasks and involving students in goal setting, self-assessment, and reflection on their professional development. The analysis indicates that sustainable motivation cannot be achieved solely through grades, rewards, disciplinary control, or promises of future employment. It develops when students understand the value of learning, experience achievable success, receive constructive feedback, participate in meaningful professional activities, and regard themselves as capable future specialists. The study concludes that increasing motivation in vocational education requires a coordinated institutional approach involving teachers, workplace mentors, employers, families, and career guidance professionals. Such an approach contributes to improved student engagement, stronger professional identity, reduced disengagement, and more effective preparation for employment and lifelong learning.
Introduction
Secondary specialized and vocational education plays an important role in preparing young people for employment, social participation, entrepreneurship, and lifelong professional development. In international educational literature, these forms of education are generally discussed within the broader framework of technical and vocational education and training (TVET). Contemporary TVET institutions are expected not only to provide occupation-specific knowledge and practical skills but also to prepare learners for technological change, digitalization, sustainable development, and the continuously changing requirements of the labour market. UNESCO’s Strategy for TVET 2022–2029 therefore emphasizes the development of skills required for productive employment, decent work, personal empowerment, and transitions towards digital, green, and inclusive economies [UNESCO, 2022].
The successful performance of these functions depends substantially on students’ motivation. Vocational students differ in their previous academic experiences, professional interests, learning needs, career expectations, and levels of self-confidence. Some students select a profession because of genuine interest, whereas others may enter a programme under the influence of examination results, family expectations, financial considerations, or limited educational alternatives. When students do not understand the relationship between classroom subjects and their future occupation, they may demonstrate passivity, irregular attendance, superficial learning, or reluctance to participate in practical activities. Motivation should therefore not be regarded exclusively as a stable personal quality that students either possess or lack. It is also a pedagogical outcome influenced by the curriculum, teaching methods, assessment practices, interpersonal relationships, workplace experiences, and institutional culture.
The purpose of this study is to examine the principal pedagogical approaches that can increase students’ learning motivation in secondary specialized and vocational education. Particular attention is given to self-determination, professional relevance, work-based learning, active instructional methods, formative assessment, teacher support, career guidance, and the development of professional identity. The article also presents practical recommendations for creating vocational learning environments in which students can understand the value of their education, experience competence, and participate actively in their professional preparation.
Main part. Motivation in vocational education is a multidimensional phenomenon that includes intrinsic interest, external incentives, professional aspirations, social expectations, and beliefs about personal competence. Although intrinsic motivation is frequently considered the most desirable form of motivation, external goals such as obtaining employment, earning an income, or achieving a qualification are also important for vocational students. The essential pedagogical task is to help learners internalize these external goals and connect them with personally meaningful values. A student may initially study a subject because it is compulsory, but gradually become more autonomously motivated after understanding how the acquired competence contributes to professional independence and career development.
Self-determination theory provides an appropriate framework for understanding this process. According to this theory, autonomous motivation develops when three basic psychological needs are supported: autonomy, competence, and relatedness. Autonomy refers to the learner’s experience of meaningful choice and personal involvement; competence concerns the belief that one can successfully perform a task and improve through effort; relatedness represents a sense of acceptance and connection with teachers, peers, and other members of the learning community [Ryan & Deci, 2020]. In vocational education, these needs can be supported by allowing students to select project topics, involving them in setting learning goals, designing tasks with attainable levels of difficulty, and establishing respectful relationships between students, teachers, and workplace mentors.
Supporting autonomy does not mean removing academic requirements or allowing students to avoid difficult tasks. Effective autonomy support combines clear expectations with meaningful and professionally relevant choices. For example, students may be permitted to select the product they will develop, the occupational problem they will investigate, or the method through which they will demonstrate competence. Teachers should also explain the purpose of assignments instead of relying exclusively on instructions and disciplinary control. When students understand why a task is important for their chosen profession, they are more likely to accept responsibility for completing it.
The perceived relevance of education is particularly important in vocational institutions. Students’ motivation may decline when theoretical subjects are presented separately from occupational practice or when learners cannot understand how abstract knowledge will be used in a real workplace. Research on vocational learning demonstrates that school-based and workplace learning follow different principles and that students require pedagogical assistance to establish meaningful connections between them [Schaap et al., 2012]. Teachers should therefore organize theoretical instruction around authentic professional situations. Mathematical concepts can be connected with workplace calculations, language skills with professional communication, information technology with occupation-specific digital tools, and scientific knowledge with the materials, technologies, or safety requirements of a particular field.
Each major learning unit should make its professional value explicit. Before introducing a theoretical topic, the teacher may present a workplace problem, a client request, a production task, or a realistic case that requires the relevant knowledge. After studying the theory, students should return to the initial problem and apply what they have learned. This sequence enables learners to view theoretical knowledge as a professional instrument rather than as information required only for examinations. It also promotes the integration of knowledge, practical skills, and professional attitudes.
Work-based learning is another powerful source of vocational motivation. Internships, apprenticeships, workplace visits, production practice, and collaboration with employers allow students to observe the social and economic significance of their profession. Research shows that the motivational effect of workplace learning depends on whether students experience autonomy, competence, and supportive relationships during their placement [Nouwen et al., 2022]. Students also demonstrate stronger engagement when workplace tasks enable them to set goals, monitor their performance, receive feedback, and gradually assume greater professional responsibility [Pylväs et al., 2022].
However, placement in a workplace does not automatically produce motivation. If students are assigned repetitive, low-level tasks, excluded from meaningful activities, or left without mentoring, their interest may decrease. Effective work-based learning requires clearly defined learning outcomes, coordination between the educational institution and employer, trained workplace mentors, regular feedback, and opportunities for reflection. Before the placement, students should understand what competencies they are expected to develop. During the placement, they should record completed tasks, challenges, and achievements in a learning diary or professional portfolio. Afterward, teachers should organize reflective discussions in which learners connect workplace experiences with the content studied at the institution.
Project-based and problem-based learning can strengthen this relationship between theory and practice. Vocational projects may involve designing a product, diagnosing a technical problem, preparing a service plan, developing a digital solution, organizing an event, or responding to a simulated customer request. Such activities provide visible and professionally meaningful outcomes. They also encourage students to make decisions, distribute responsibilities, solve unexpected problems, and evaluate the quality of their work. Successful completion of an authentic project increases students’ sense of competence and allows them to recognize the practical value of their learning.
Simulations are especially useful when access to real workplaces is limited or when authentic tasks involve safety, financial, or ethical risks. Digital laboratories, virtual environments, role-playing activities, and occupation-specific simulators can allow students to practise complex procedures before entering an actual workplace. Nevertheless, technology should not be introduced merely to make lessons appear modern. Its motivational value depends on whether it gives learners active control, immediate feedback, realistic professional experience, and opportunities to improve performance. Passive use of digital presentations is unlikely to produce the same effect as interactive problem solving.
Differentiated instruction is also essential because vocational groups frequently include learners with different levels of academic preparation, practical experience, confidence, and learning pace. Identical tasks may be excessively difficult for some students and insufficiently challenging for others. Both situations can reduce motivation. Differentiation allows teachers to maintain common professional standards while varying the amount of support, task complexity, learning materials, and methods of demonstrating achievement. Students experiencing difficulties may receive step-by-step instructions, visual materials, demonstrations, or peer assistance, while more advanced learners may complete extended tasks requiring independent decision-making.
The purpose of differentiation is not to lower expectations for particular students. Its purpose is to create realistic pathways through which all students can achieve the required competencies. Tasks should be challenging enough to encourage development but attainable enough to permit progress. Dividing complex professional activities into successive stages enables students to experience small but meaningful achievements. These achievements strengthen self-efficacy and make learners more willing to approach increasingly demanding tasks.
Assessment practices have a direct influence on motivation. When assessment is limited to final examinations and comparison between students, learners who have experienced repeated failure may avoid participation to protect themselves from embarrassment. Formative assessment provides a more motivating alternative by making progress visible throughout the learning process. Teachers can use observation sheets, competency rubrics, practical demonstrations, portfolios, short diagnostic tasks, self-assessment, and peer feedback. Effective feedback should explain what the student has accomplished, identify the gap between current and expected performance, and recommend a specific next step [Hattie & Timperley, 2007].
Feedback such as “good” or “incorrect” provides limited guidance. A more constructive response identifies the successful element of performance and explains what should be improved. For example, a teacher might note that a student selected the correct procedure but needs to improve accuracy, safety, communication, or time management. Recognition should focus not only on the highest results but also on individual progress, persistence, responsible behaviour, and the ability to correct mistakes. External rewards can occasionally encourage participation, but their excessive use may cause students to work only for grades or prizes. Consequently, rewards should support rather than replace professional interest and personal responsibility.
Supportive teacher–student relationships constitute another fundamental condition of motivation. Students are more likely to ask questions, acknowledge difficulties, and attempt challenging tasks when they do not fear humiliation or unfair treatment. Vocational teachers perform several interconnected roles: subject specialist, practical instructor, mentor, evaluator, and model of professional behaviour. Their communication therefore shapes both students’ attitudes towards learning and their perception of the profession. High expectations should be communicated together with confidence in the learner’s ability to improve.
Peer relationships also influence engagement. Collaborative tasks can strengthen belonging and enable students to learn from one another, provided that roles are distributed equitably. Group work becomes demotivating when one student performs the entire task while others remain passive. Teachers should assign rotating professional roles, establish criteria for individual and group responsibility, and include reflection on the quality of cooperation. Connections with employers, graduates, and experienced specialists can further expand students’ professional community and show them realistic examples of career development.
Career guidance should be integrated throughout vocational education rather than provided only before graduation. Students need reliable information about employment opportunities, qualification requirements, career progression, entrepreneurship, continuing education, and emerging occupations. Meetings with specialists, workplace visits, graduate presentations, employer-led workshops, skills competitions, and individual career plans can help students imagine a realistic professional future. The development of professional identity is especially important because learners become more motivated when they begin to regard themselves not simply as students completing assignments but as future specialists responsible for the quality and social value of their work [Billett, 2011].
Increasing motivation ultimately requires an institution-wide approach. Teachers, administrators, psychologists, career advisers, families, and employers should coordinate their activities. Institutions should regularly monitor attendance, participation, academic progress, workplace performance, and students’ sense of belonging. Early signs of disengagement should lead to supportive intervention rather than immediate punishment. Individual conversations can help identify whether declining motivation is connected with academic difficulty, an inappropriate programme choice, financial pressure, family circumstances, negative peer relationships, or an unsuccessful workplace experience. The objective is to address the cause of disengagement and restore the learner’s confidence and connection with education.
Conclusion
Learning motivation is a fundamental condition for successful secondary specialized and vocational education because it influences students’ academic engagement, practical performance, persistence, and professional development. The analysis presented in this article demonstrates that motivation should not be regarded exclusively as an internal characteristic of individual learners. It develops through the interaction of personal aspirations with curriculum content, instructional practices, assessment methods, teacher behaviour, peer relationships, workplace experiences, and career opportunities.
Sustainable motivation is strengthened when students understand the professional value of theoretical knowledge, participate in authentic occupational activities, receive constructive feedback, and experience gradual progress towards clearly defined competencies. Work-based learning, project and problem-based instruction, differentiated teaching, formative assessment, learner autonomy, and supportive mentoring can jointly create an educational environment in which students become active participants in their professional preparation. Particular importance should be attached to connecting school-based instruction with workplace learning and ensuring that internships provide meaningful tasks, appropriate guidance, and opportunities for reflection.
Teachers remain central to this process, but increasing motivation cannot be their responsibility alone. Vocational institutions should establish systematic partnerships with employers, families, graduates, workplace mentors, and career guidance professionals. They should also monitor student engagement and provide early support when learners experience academic, social, or professional difficulties. In conclusion, motivation in vocational education can be systematically strengthened when students experience autonomy, competence, belonging, and a clear sense of professional purpose. Such an approach not only improves learning outcomes but also prepares confident, responsible, and adaptable specialists capable of continuing their development throughout their working lives.
